For an alliance like KEMSA to achieve a goal, for example, supporting the Government to establish and maintain an appropriate supply chain system for drugs and medical supplies, they should plan carefully on how to do it. A clear plan on how, why, and when should be considered. For this to happen also communication is needed. This will help to come up with different ideas of how to achieve the goal.[SLJ1]

Ensuring there is no corruption when it comes to medical matters is another goal KEMSA wants to achieve. This can be solved by telling the truth about any corruption one noticed in the agency. People should communicate in case of any corruption noted and ready to the truth of the matter. This can also be implemented by tracking those who are practicing corruption using the track progress.[SLJ2] 

Accountability

Accountability is another issue in KEMSA. Some of the issues include poor accountability mechanism, acute shortage of medicines in hospitals, slow service delivery, high level of corruption, and many others. The board should be responsible for monitoring the execution of the strategic plan. Senior leadership should be held accountable for executing a strategic plan since they must own the strategic plan. An employee who practices the following should be responsible for executing specific aspects of the strategic planning (Rozario and Issa 2020).

Good services should be practiced ensuring the stakeholders are accountable for things related to the strategic plan.
